Latent refusal has become an outstanding realistic problem of the service for university library readers after the library takes the way of open - shelf borrowing. Based on the prevenient research of others and the experience of the author himself, this paper discusses the prob- lems about latent refusal from three aspects of readers, librarian and library, then puts forward some feasible measures to decrease latent refusal from two perspectives of education and system, in order to ensure the data of library to be used adequately for readers. 6 refs.
