建设中国特色社会主义新农村的基本构想是,在农村的一定区域内,打造以产业为支撑、以企业为主体、以城镇为依托的新农村新格局。为此,不仅需要进行产业、基础设施、文化和社会事业四大建设,而且需要探索建立政府、企业、农民、金融"四位一体"的新体制新机制。
