ICT for Service-oriented Government——E-government Practice in Shanghai

建设服务型政府是当前政府体制改革和职能转变的主要目标。服务型政府的核心理念是以人为本,其成效集中体现在政府工作的透明、高效、民主和公正公平上。近年来,上海从管理透明、服务创新、群众参政、普遍惠民等方面入手,大力推进电子政务建设和社会生活各领域信息化建设,初步构建起广泛覆盖的社会信息化应用体系,有力推动了服务型政府建设。面向未来,上海将进一步深化电子政务,不断促进政府职能转变和流程再造,缩小城乡之间、不同群体之间的"数字差距",努力构建"可用、可亲、可信、可靠"的电子政务服务体系,支撑服务型政府建设的持续推进。

To build a service-oriented government is one of the major objectives of the current government system reform and function transformation effort. With the principal of putting human fundamental, service-oriented government shows its strength in achieving transparent, efficient, democratic, fair and just administration. In recent yea, s, starting with the measures to improve transparent management, service innovation, political participation and people＇s benefit, Shanghai has been actively promoting various E-government and E-society programs. Now ICT systems have been widely used in different sectors of the society, which effectively enables the shift to the service-oriented government. In future, Shanghai will further its e-government development, eontinue to facilitate the transformation of government function and re-invention of work process, bridge the digital divide among different eommnnities, and forge an easy-to-use and reliable e-government service system so as to support the realization of service-oriented government.
