On China's Democratic Supervision

民主监督是一项保障正确行使权力的有力措施,是政协的一项主要职能;民主监督的形式多样,但主要形式是通过政协提出批评或建议。我国的民主监督中还存在着许多问题,如人们头脑中的"官本位"思想还有较大的市场,"人治"思想未除,"法治"观念难以加强,监督者本身民主意识还比较薄弱,还缺乏一定的制度保障等,因此,要从教育着手,健全和完善民主监督的制度和法律法规,使民主监督深入人心,让全社会都来进行民主监督,那才能真正实现民主监督的功效。

Democratic supervision is an effective guarantee for exercising power and is one of the main functions of the CPPCC. The forms of the democratic supervision are various, and the main one is to put forward criticism or suggestions by the People＇s Political Consultative Conference. There are still many problems with the democratic supervision in our country, such as the thought of ＂official position＂ is still rooted in many people＇s minds, the thinking of ＂rule by man＂ is not eliminated, the concept of ＂rule by law＂ is difficult to be strengthened, supervisors themselves are still relatively weak in the sense of democracy, and there is also a certain lack of the system guarantee. Therefore, proceeding from the education, we should establish and perfect the system of democratic supervision and the relevant systems, so that the democratic supervision could really take root in people＇s minds and be carried out by the entire societv, and its effectiveness can really be achieved.
