The harmony between people and nature is the key to the innovaton on the view of Scientific Develop- ment. Negative externality, however, may have occurred under the market mechanism, which is due to some abnormal rationality in the nature of innovation and the motive of innovation,including the marketing--originated value of in- novation nature, the abnormal rationality of innovation motive, the character from the nature of enterprises, the na- ture of resource,the demand of market and technology path on innovation motive.
