摘要
哈佛大学肯尼迪政府学院的绩效管理实践表明,高等教育组织在竞争中存在与发展,需要进行战略绩效管理。在战略的管理中实现卓越绩效,在卓越的绩效下成就组织战略与使命。肯尼迪学院的实践,带来五点启示:(1)绩效管理是战略管理的基础工作与必要条件;(2)绩效管理必须尊重绩效的形成规律与效率特征;(3)沟通管理是绩效管理的重要环节与主要目的;(4)绩效管理制度应该具备激励性和稳定性;(5)绩效管理中应该高度关注多样性和个性化。
Practices of performance management at Harvard Kennedy School( HKs) indicate that organizations of higher education for competing existence and development need strategic performance management, realizing excel- lent performances in strategic management and achieving strategic objectives and missions through excellent perform- ances. Five revelations may be obtained from practices of HKS: (1) performance management is a basis and necessity to strategic management;(2)it is necessary to keep to the building rules of performances and efficiency characteris- tics in performance management; (3)communications management is the important step and main purpose of per- formance management;(4)performanee management institutions should be incentive and stable;(5)diversity and in- dividuation should be paid enough attention to in performance management practices.
