我国NGO公共服务的伦理困境及其矫治

Chinese NGO’s Ethical Dilemma in Provision of Public Service and the Possible Solutions

随着经济体制的转轨和政府职能的转变,我国民间组织(NGO)开始成长和发展,并致力于慈善、公益事业的发展,但我国民间组织的发展整体还很不规范,大部分还处于自发、松散的无序状态,这在一定程度上造成了非政府组织的畸形发展。为此,实现NGO生成模式由政府选择向社会选择的转换,强化NGO伦理价值的信守成为实现我国NGO健康有序发展并促进公共服务发展的基本路径。

Along with China＇s market-oriented economic transition and the gradual change of the functions of Government, Chinese none-governmental organizations （NGOs） have started to emerge and develop, mostly devoting to charity and non-profit business. Nevertheless, the overall development of Chinese NGOs has not been well planned and managed. Most of these organizations were formed on a voluntary basis with low-level management and few connections with government and one another, which in turn have led them to deformed development to some extent. In order to achieve a healthy growth of Chinese NGOs and eventually promote the quality of public services, some measures should be taken to divert Chinese NGOs＇ generation mechanism from Government-led model to social-needs-driven model. In addition, Chinese NGOs should enhance their understanding and obedience of NGOs＇ fundamental value as well.
