基于“两型社会”建设的鄂州财政能力实证研究

Empirical Research on the Financial Ability of Ezhou City Based on the "Two-oriented Society" Construction

2007年12月,国务院批准武汉城市圈为"资源节约型和环境友好型社会"建设综合配套改革试验区。这是我国从改革发展全局作出的又一重大决策。"两型社会"的建成,将使一个城市变成天堂般的"宜居城市"、"和谐城市"。然而,"两型社会"的建成无疑要依赖政府的财政能力。文章从财政收入、财政支出、财政负债等几个方面对鄂州市财政能力进行简要剖析,并提出了相应的对策。

Wuhan City Circle was authorized as a pilot overall reform zone of resource saving and environment friendly society in Dec. 2007. This is another important decision made from the overall situation of the reform and development in our country, Which means the cities in the Circle will become ＂cities o：f living＂, ＂cities of harmony＂. However, the construction of ＂Two-oriented Society＂ relies on the financial ability of the government. The writer puts forward some relative suggestion after analyzing the financial ability of Ezhou from the aspects of fiscal income, fiscal exnenditure and fiscal debt.
