近代川陕边缘地区长期处于动荡之中,流民、秘密结社、土匪等社会问题层出不穷,给正常的社会秩序和人民生活带来极大的隐患。政府对各种社会问题的控制措施以强制性的法律、军队控制为主,但受地方政局的长期不稳定、地区边缘化及传统控制力相对减弱等因素的影响,使本地区社会控制绩效不断降低。

The government controlled primarily various social problems by the mandatory law, the military controls, but because of the long - term instability in the local councils, marginalized areas and the relative weakening of traditional control such as factors influenced and decreased the performance of social control.
