城乡统筹发展评价指标的运用——基于2007年我国31个省市截面数据

The Use of Indicator System of Urban and Rural Coordination Development——Based on the Pool Data of the 31 Provinces and Cities(Municipalities and Autonomous Regions) of China in 2007

城乡统筹发展是我国当前重要的战略任务,其不仅是从根本上解决"三农"问题、全面推进农村小康社会建设的客观要求,也是保持我国国民经济持续、快速、健康发展的客观前提,同时对我国实现和谐发展的战略目标也具有重大意义。因此,构建合理的评价指标对城乡统筹发展进行定量分析具有重要意义。据此,构建了由9个评价指标组成的评价指标体系,采用我国31个省(直辖市、自治区)2007年的截面数据利用因子分析进行实证分析,计算得出我国各省市的城乡统筹发展水平综合得分值,从而反映出我国各省市城乡统筹发展水平的差距,这对研究我国城乡统筹发展具有重要意义。

Urban and rural coordinating development is the important strategic task of China at present, which is not only an objective requirement to fundamentally solve the ＂three rural＂ issue and comprehensively promote to build a well-off society in rural areas, but also the premise of maintaining the sustained, rapid and healthy development of China＇s national economy. Meanwhile, it is also significant to achieve the harmonious development of our country. Therefore, construction of a reasonable index system is significant to making quantitative analysis to the degree of the coordination of urban and rural development. Accordingly, in this article an index system is constructed which is composed by nine evaluation indicators, based on 31 provinces （municipalities and autonomous regions） of China in 2007. Making an Empirical Analysis of this data is to calculate the comprehensive scoring value of the coordination development of the 31 provinces （municipalities and autonomous regions） of China, which reflects the development gap of the provincial and municipal level planning of urban and rural areas, which would have sound significance on the coordinating development of urban and rural in china.
