中国农业战略环境评价研究进展

Research Progress on Chinese Agricultural Strategic Environmental Assessment

农业战略环境评价是指对农业法规、政策、规划和计划等战略实施后可能造成的环境影响进行分析、预测和评估,并提出相应的预防或者减轻不良环境影响的对策和措施,进行跟踪监测的方法和制度。它是从源头上控制农业污染、协调环境与农业可持续发展的决策手段之一。对中国农业战略环境评价研究进展进行总结,有利于了解环评法实施前后中国农业战略环境评价的发展情况,为更进一步做好农业战略环境评价工作奠定基础。从研究总体概况、评价的必要性、评价的基本程序、评价指标体系的构建、评价方法等方面对中国农业战略环境评价研究的进展进行了综述,并对现有研究实例进行系统总结。

Agricultural strategic environmental assessment is a progress that the analysis,prediction and assessment made of the possible environmental effects after implementation of agricultural strategic,ways put forth and measures for preventing or mitigating the adverse effects on the environment,and the methods and systems applied for follow-up monitoring.It is one of the important measures of which can control the agricultural environmental pollution at the headstream and assort with the environment and agricultural environmental pollution at the headstream and assort with the environment and agricultural sustainable development. To summarize the research progress of agricultural strategic environmental assessment is good for understanding the development condition 6f agricultural strategic environmental assessment in the fore-and-aft of the enact the Law of the People＇s Republic of China on Evaluation of Environmental Effects; and it can be a good foundation for doing better on the research of the agricultural strategic environment assess- ment. The review of agricultural strategic environmental were carried through on whole review of research, the necessity and the base procedure of assessment, the construction of assessment indices system, the assessment method etc. And the research cases were summarized systematically.
