可持续发展战略与长江流域经济开发

SUSTAINABLE DEVELOPMENT STRATEGY AND YANGTZE RIVER ECONOMIC DEVELOPMENT

可持续发展已成为世界性话题和全球共同任务。长江流域经济开发必须走可持续发展之路，“决不能吃祖宗饭，断子孙路，走浪费资源和先污染、后治理的路子”。长江流域淡水、矿产、生物、旅游景观、人才智力等资源丰富，但也存在对经济社会发展不利的制约因素。必须扭转流域经济开发中重开发轻治理、急功近利、“靠山吃山、靠水吃水”、开发目标单一等作法，实行统筹兼顾，分工协作；治理开发，综合利用；优势互补，利益均沾；细水长流，协调发展。应建立直属国务院的统一规划管理机构，并形成统筹协调的运作机制。充分发挥沿江中心城市发展极的作用，推动流域经济集约开发。

Sustainable development has already become worldwide topic and universal task.The development of the Yangtze River Valley must take the approach of sustainable development.We can never rest on existing resources,then leave little or nothing to our descendants.We can never keep on wasting resources.And we can never go on like polluting first,then eliminating pollution.The Yangtze River Valley is rich in natural resources (such as fresh water,mineral,biological,tourist resources) and personnel resources.Yet there exist some restrictive factors or disadvantages to the economic social development.Something must be done to reverse the trend like focusing on opening up but no harness,eager for quick success and instant benefit,(those) living on a mountain live off the mountain,(those)living near the water live off the water making use of whatever resources locally available,and single target opening up.We must practise overall consideration and all round arrangement,share out the work and cooperate with one another,comprehensively utilize the resources,all share the benefit,economize to avoid running short,and develop coordinatelly.A unified planning administrative organization should be established directly under the leadership of the state council to form overall coordinated operative mechanism.Give full play to the function of the central cities along the river so as to promote the intensive development of the river valley economy.
