摘要
淮河水系畸形导致流域生态系统脆弱、环境承载力低下,淮河流域可称为生态控制型落后地区,因此今后淮河流域综合治理应以水系综合治理为核心,使下游直流入海,河湖分家。在当今严峻的资源与环境形势下,应当把从50年代起动议的南水北调工程,当作实现中国东部地区可持续发展的重要组成部分,将其与淮河水系综合治理有机地结合起来。
The aberrant drainage system of the Huaihe River has resulted in the fragile ecologic system and low environmental carrying capacity of the drainage basin.The Huaihe drainage basin can be regarded as an eco controlled backward area.The future comprehessive harnessing of the Huaihe River drainage basin should be managed around the comprehensive harnessing of the drainage system with the key project of diverting the lower Huaihe River channel from the lake and channelling the downstream into the Yellow sea directly.In face of the increasingly severe resource and environmental questions,we should regard the Project of transferring water from the south to the north,which was first discussed in the 1950s,as the component part of the sustainable development strategy in the Eastern China,and integrate the water transfer engineering with the comprehensive harnessing of the Huaihe drainage system organically.
