Analysis on the Transforming from the Gender Equality Strategy to Gender Mainstreaming Strategy

性别平等战略自1980年以来,已经在全世界范围内,发展成为促进男女结果平等的重要战略和政策工具,为提高女性参政议政起到了积极和显著的作用。但是,性别平等战略本身存在着局限性,对其批评和质疑一直不断。为此,在联合国的倡导下,性别主流战略应运而生。性别主流战略对于性别平等战略而言,有其明显的优势,它不是以单纯女性视角,而是以两性视角来考察政策和机制,把性别视角纳入决策主流,有助于在政策和制度层面上,实现男女平等的目标。

Gender Equality Strategy has become the main strategy and tool in the world in order to implement the real equality since the 1980s, playing active and obvious roles in raising women＇ s participation in politics. But it has some problems and is criticized and doubted by the public. Therefore the Gender Mainstreaming Strategy has arisen under the sponsorship of the United Nations. Compared to the Gender Equality Strategy, the Gender Mainstreaming Strategy has obvious advantages, It has gender perspective rather than the female ones to explore the policy and institution. It also integrates the gender perspective into the decision - making mainstream, to realize the goal of gender equality on the policy and system stratification plane.
