初探如何兼顾农村供水的公益性和经营性

农村供水是一项事关农民基本生存的服务性事业。其项目主体多为国家投资，为了保证这些投资长久持续的发挥效益，必须讲求工程运营的公益性和经营性．本文通过对供水工程多年发展状况的分析，指出当前存在的问题，进而提出一些兼顾双重性的有效措施．以促进农村供水事业的快步发展。
