摘要
对总量控制目标分析计算的有关问题进行了讨论，如预留发展量、预留改善量的概念及规划方法，点源总量控制指标的分析计算方法等。分解计算分“一步到位法”和“两步到位法”两种方式，计算时有所区别。
The target disintegration and calculation of total quantity control of pollutant dis-charge were discussed, such as the prepared development amount, the prepared improvement amount,the disintegration and calculation of total qudntity control index. The disintegration and calculation included one-step method and two-step method which were different in calculation.
