通过对环境监理的理论基础和法律依据的分析，提出完善环境监理运行机制，实施三位一体、公从参与。
Through the analysis of the theoretical and legal basis of the environmental supervision and management,the article proposes an improved mechanism of the supervision and management which focuses on the jointed efforts on law enforcement and supervision.
