Li Xian nian,during his participation and leadership of the practice on socialism construction and reform and opening outside,put forward some theoretical viewpoints： the interests of the people as the fundamental starting point,the coordinated development of national economy,attaching importance to agriculture,based on self-reliance,doing a good job at opening outside,population control,resource conservation and environmental protection,etc.which have made outstanding contributions for the formation of the scientific concept of development.
