柴达木盆地农业水资源开发方案研究

RESEARCH ON EXPLOITATION SCHEMES OF AGRICULTURAL WATER RESOURCES IN CHAI DAMU BASIN

本文系统分析了不同年份不同开发决策目标下，柴达木盆地农业水资源供需平衡及其水资源的开发方案。研制的方案包括农业水资源开发的时间选择、空间布局及合理的农业内部用水结构。研究表明，把柴达木盆地建成青海省的商品粮和农副产品基地，关键在于要大力提高这一地区的农业生产水平，提高农业科技贡献率。在现阶段，盆地种植业的发展应坚持以内涵挖潜为主，外延开发相结合的方针，在稳定现有耕地面积的基础上，依托国有农场，恢复撂荒地，有计划地开垦宜农荒地。

In this article,the exploitation and utilization schemes of agricultural water resources in Chai Damu basin are studied,which are determined under different exploitation objective and in different years.The schemes include the selection of time,the distribution of space and the rational structure of water consumption in agriculture.In order to exploit agriculture in Chai Damu,the policy shall be insisted that connotative excavation is combined with epitaxial exploitation,namely,stabilizing the current areas of cultivated land,relying on national farms,recovering abandoned land,reclaiming abandoned land suitable for farming in a planned way and exploiting irrigation agriculture. \ \
