计及非发电权容量出力调整的发电权阻塞调度 被引量:11

摘要 发电权交易是优化发电生产结构、实现节能降耗的重要措施。输电容量约束生效即系统发生阻塞时,一些发电权交易可能无法执行。此时,对发电机组参与发电权交易之外的容量(简称非发电权容量)的出力进行调整有可能改善潮流分布,从而最小化发电权交易的削减量。为此,发展了计及机组非发电权容量出力调整的发电权交易阻塞调度模型。这种调整会产生额外的补偿费用,因而给发电权交易的结算带来新问题,为此提出了一种可行的结算方案。算例分析说明了所提出的模型和方法的基本特点。 Generation-rights trade is an efficient approach for optimizing the generation structure and implementing energy- saving. Binding transmission constraints, i.e., transmission congestion, might lead to the incomplete implementation of generation-rights trade (GRT) and its curtailment has to be carried out to maintain the system security. In this case, output regulation of generation units excluding the GRT capacity can change the load flow pattern of the power system concerned, and hence reduce the curtailed amount of generation-rights trade. Given this background, a new congestion dispatch model for generation-rights trade is developed with the output regulation of units excluding the GRT capacity. To cover the extra compensatory payment caused by output regulation, a feasible settlement scheme is presented. Finally, case studies are carried out for demonstrating the feature of the proposed model and method.
