浅谈围海造地工程施工安全监理工作要点

Points of safety supervision for sea reclamation engineering

文章以上海市横沙东滩促淤圈围(三期)工程为例,并结合作者从事多年的围海造地工程施工安全监理工作经验,主要从熟悉设计文件、了解施工环境、识别与划分危险源;建立完善的安全生产保障体系;审核安全组织施工设计、专项方案与应急预案;编制监理规划与安全监理实施细则;复核大中型机械设备、安全设施安全许可验收手续、审查特种作业人员资格;安全交底;安全检查、巡视等七个方面对安全监理工作进行阐述。希望能够在类似工程施工中,对监理在开展安全监理工作时有所帮助。

The paper took the sea reclamation engineering for the east beach of Hengsha Inland in Shanghai （the third phase project） as an example. Seven aspects of safety supervision work were explained, including understand of design documents, understand of construction environment, hazard awareness and demarcation, establishment of safety assurance system, safety audit of construction design, special programs and contingency plans, preparation of supervision planning and safety supervision implementation details, review of medium-sized equipment, safety inspection procedures, review of special operations personnel qualification, safety tests and check. These will be helpful for the safety supervision work in the similar engineering construction projects.
