Design risk and management of owners in Design-Build projects

设计—建造总承包(DB)项目中,业主将工程的全部或部分设计工作转移给总承包商完成。工程的设计阶段对于项目实施具有至关重要的影响,设计工作的转移必定会带来与之相关的一系列责任和风险的转移。文章着重探讨了不同DB实施模式下业主需承担的不同设计风险,就设计工作质量、设计深度、工程地质条件及设计变更等重要问题深入分析业主与承包商间的风险分担,理清承包人在工程设计方面的合同责任和义务,为业主进行DB项目的管理提供思路和指导。

In Design-Build projects, the owners transfer all or part of the design work to the contractors. The construction project design is of vital importance for the project implementation and the transfer of the design work results in the transfer of a series of related responsibilities and risks. This paper analyzed design risks of different implementation modes of Design-Build projects and discussed the risk allocation between the owners and contractors in some issues, such as the quality of design work, the depth of design, geological conditions and design changes. The contractors＇ responsibilities and obligations in regard to engineering design work were discussed, which provides guidance for the owners to manage Design-Build projects.
