Guideline for employers on occupational health management of archives

目的根据大中型企业的职业病预防控制的内在规律和运行机制,探讨大中型企业的职业卫生管理档案技术要求。方法根据用人单位职业病防治指南要求,借鉴国际劳工组织文件以及我国既往管理经验,提出企业职业卫生管理档案体系和技术指南,通过同行评议、现场验证以及全国征求意见、标委会审议等方式进行修正完善。结果提出职业卫生管理档案体系,并从11个方面50个细目提出技术要求,具体包括:组织机构和规章制度建设档案、前期预防的档案、材料和设备管理档案、工作场所管理档案、工作场所职业性有害因素监测、评价档案、个人职业病防护用品档案、职业健康监护档案、职业病危害事故的应急救援档案、职业卫生培训档案、职业病诊断管理档案、群众监督档案等。结论该职业卫生管理档案体系和技术指南对用人单位提出了详尽的技术要求,规范化的职业卫生管理档案可为职业病防治效果评估、职业卫生监督和科学研究提供重要的基础数据。

Objective：Based on the inherent rules and the operational mechanism of occupational disease prevention and control in large and middle scale enterprises, we explored the technical requirements of occupational health management archives in these enterprises. Methods： According to the requirements of Guideh＇ne for Employer on Prevention and Control of Occupational Diseases , using documents of the International Labor Organization reference, combining with previous experiences, we developed system and technical guideline for employers on occupational health management archives. It was revised and completed after peer review, pilot research, calling critical comments and advices nationwide, and finally reviewed by Occupational Health standard Committee under Ministry of Health. Results：We developed the system of occupational health management archive and provided technical requirements. The guidehne covers 11 items and 50 sub - items. The items include archives of development of organization and regulation, preliminary prevention, material and equipment management, workplace management, the monitoring and assessment of occupational hazards at the workplace, personal protective equipments, occupational health surveillance, first aid and emergency response to accidents of occupational hazards, occupational health training, diagnosis of occupational diseases and security for occupational disease patients, and public supervision. Conclusion： The system and its technical guideline for employer on occupational health management archive are systematic, practical and scientific. Each of the 11 items indicates the elaborate requirements and explanation, provides technical guidance for employer to develop its occupational health management archives. Standardized occupational health management archives can be used as fundamental data for assessment, medical supervision and research of occupational disease prevention and control.
