在构筑和谐社会过程中,非政府组织具有优化社会结构、创新组织氛围、整合社会资源和促进生态文明的价值,也是实现社会和谐的重要前提与有效机制。然而,和谐社会构筑视阈下我国非政府组织发展,还存在诸多制度性"瓶颈"难题,其功能有待进一步发挥,距离社会和谐的目标要求甚远。进一步释放非政府组织对和谐社会构筑的积极功效,应当进行相关政策和机制创新,以促进非政府组织健康发展。

In the process of building a harmonious society, it is effective and necessary for non-governmental organizations not only to optimize the social structure, create organizational climate, integrate social resources and promote the value of ecological civilization, but also to achieve the conditions for social harmony. However, in the context of a harmonious society of China, the development of non-governmental organizations is still faced many institutional ＂bottleneck＂ problems, whose function is to be played further far from the goal of building a harmonious society. In order to realize the more roles of non-governmental organizations, we should optimize it to carry out institutional and policy innovation, and further nurture the development for non-governmental organizations.
