战略性治理:应对突发事件的新思维被引量：15

摘要近年来的现实表明,突发事件有常规化的趋势,应急管理从理念到实践都面临挑战,"战略性治理"理念成为突发事件管理的新思路。战略性治理主张,对突发事件的治理应该具有全局性、前瞻性、规划性和预防性,并以"社会风险——突发事件——公共危机"为动态分析框架。系统治理、动态治理、主动治理是战略性治理的内涵。
