摘要
我国高职院校需要制定一个体现科学发展观的高职院校"十二五"发展战略规划。国际标准化组织(ISO)即将正式颁发的IS09004:2009版为我们制定高职院校发展战略规划提供了方法指导。可持续发展和战略导向是战略规划的重要特征。明确表述使命或者愿景,明确战略导向,即确定提升的能力等是发展战略规划制定的关键,而这些需要基于对环境的深入和透彻的分析。
It is necessary for our country＇s higher vocational technical colleges to formulate a development strategical plan which will embody the conception of scientific development. The standard of ISO9004： 2009, which will be officially enacted by the International Standardization Organization （ISO）, provides a methodological guidance for our formulating such a strategical plan. The sustainable development and the strategical o- rientation are two important characteristics of the strategical plan, based on a profound and penetrating analysis of circumstances.
