摘要
基于天然气长输管道的风险因素分析,从个人风险、社会风险、环境风险三个方面论述了风险接受准则确定方法的研究与应用现状。个人风险接受准则的确定方法包括ALARP原则、AFR值、风险矩阵、AI值等;社会风险接受准则的确定方法包括F-N曲线、VIIH值、ICAF值、ALARP原则、风险矩阵等;而环境风险接受准则的确定,需要综合考虑生命损失、财产损失和环境破坏因素。指出了目前开展天然气长输管道风险接受准则研究与应用工作需要解决的问题和今后的重点研究方向。
Research and application actualities of determination method for risk acceptance criteria are described from Individual Risk(IR),Society Risk(SR) and Environments Risk(ER) based on risk factors analyses for long-distance natural gas transmission pipeline.Method to determine individual acceptance criteria covers over ALARP principle(As low As Reasonably Practicable),AFR(Annual Fatality Risk).Risk Matrices and AI(Aggregated Indicator);method to determine society risk acceptance criteria includes FN Curve.Value of Injuries and 111 Health(VIIH),Implied Cost of Averting a Fatality(ICAF),ALARP principle and Risk Matrices;and method to determine environments risk acceptance criteria needs to take comprehensively life loss,property loss and environment damage factor into account.Current issues to be solved in research and application of risk acceptance criteria and future key research direction to the field for long distance natural gas transmission pipeline are presented.
