论述了高等学校人事管理现状及特点;分析了现存的问题和深化人事制度改革的目的;提出提高人事管理工作者的素质,树立科学发展观,坚持"以人为本"的理念,加强管理,建立科学合理的考核评价体系和新型的高校人事管理机制,开发人才潜力等几点建议。

Personnel administration situation of colleges and universities and its features are expounded and existing problems and the purposes of deepening personnel system reform are analyzed. Some suggestions are put forward： improving qualities of personnel administration workers, establishing a scientific outlook on development, holding the concept of people-oriented, strengthening management, building scientific and reasonable appraisal system as well as new-typed personnel administration system in colleges and universities and developing talents potential.
