The relations between the construction of a harmonious society and Civil society develop- ment, are not only an important issue concerned by the people in the academic field, but also a real problem to solve in the course of Chinese development strategic transformation. In order to adapt the change of the Environment and time, modern social change calls for healthy growth of civil society in the border areas of ethnic minority. In the overall strategic transformation of building a harmonious so- ciety, we explore the relations from the aspect of national integration and development in the multi - ethnic country, which will help to promote the healthy growth of civil society and adapt to the need of harmonious social construction.
