摘要
19世纪70年代以来,澳大利亚联邦政府一直对私立中小学提供持续稳定的经费支持,私立中小学的经常性经费资助从SSRI模型到ERI模型再到SES模型几经变革,但按需拨付是其始终不变的原则。现行SES模型拨款向弱势群体倾斜,增强了弱势群体教育选择的能力,同时兼顾私立中小学的市场筹资能力,实现了公平与效率的改进。
The commonwealth's funding for private schools is persistent and stable since the 1970s in Australia. The funding for general recurrent expenditure of private schools is always based on the need of the school or the student from SSRI model to ERI model to SES model which are systems of commonwealth's funding in different period. Now the SES model attaches great importance to low-income family,enhance their ability to choice schools. At the same time,the assistance is based on the capacity of market financing, which makes the model more efficient on equity and efficiency.
