In order to achieve scientific development, university should establish clear university - running idea and focused university - running guideline and development strategy ; university should take ＂human - oriented＂ principle, considering the wholeness as well as oneness and students＇ sustainable development; university should strengthen students＇ caliber education, adhere to ＂character education -first＂ principle and attach impor- tance to the education of cultural classics ; university should keep a balance between overt courses and covert courses, professional education and common knowledge education; university should cultivate innovative talents; university should change the utilitarian talent quality view and establish a versatile, sustainable and innovative talent quality view.
