服务型政府视角下的政府监管原则

The Principle of Governmental Supervision and Administration under the View of Service-oriented Government

服务型政府所追求的基本目标是遵从民意的要求,在政府工作目的、工作内容、工作程序和工作方法上用公开的方式给公民、社会组织和社会提供方便、周到和有效的帮助,为民兴利、促进社会的稳定发展。政府监管作为政府机关基于规则对市场主体的经济活动进行的规范和控制,从本质上讲也应当是政府在特定领域提供的一种特殊公共服务。目前,政府监管已经在政府行为中处于越来越重要的地位,对政府监管行为的建设应该合乎构建服务型政府的客观要求。而贯穿于经济市场政府监管始终的且对全部政府监管行为起统率作用的监管原则,当然也应该合乎构建服务型政府的客观要求。

The basic target that service-oriented government pursues is obeying the requirement of public opinion, supplying convenient, considerate and effective help to citizen, social organization and society by public ways in intention, content, procedure and way of government work. As the standards and control to economic activity of market body. essentially speaking, guvernmental supervision and administration is a special public service in special fields. At present, governmental supervision and administration has play more and more important role in government activity and the construction of activity of governmental supervision and administration should meet the objective requirement of constructing service-oriented government. The principle of supervision and administration, running through governmental supervision and administration of ecnnomic market and having leading function to all activities of governmental supervision and administration, also should meet the objective requirement of constructing service--oriented government.
