环境和资源保护问题是21世纪人类关注的焦点之一。我国环境污染与破坏问题日益严重,破坏环境的犯罪活动呈多元化与复杂化态势。要用法律手段保护环境,依靠刑事法律加大对环境犯罪行为的惩治力度,探讨了完善环保刑罚立法的途径。

Environmental and resource conservation has been the focus of attention the 21st century. China＇s environmental pollution and destruction deteriorate day by day, and the damage to the environment diversifies and become complicated, so it is very urgent to protect the environment by the means of law. This paper explores the way of punishing the crimes with the criminal law and improving legislation.
