湖北省低碳经济产业发展探讨

Industrial Development of low-carbon economy in Hubei Province

全球气候变暖和生态资源的紧缺对人类生存和发展提出了严峻挑战。中国能源生产和能源消费结构中，高碳能源占有绝对比重，湖北省的能源结构也一直以煤炭为主。产业结构的不合理不仅造成了生态环境的恶化，也制约了自身的发展。在此背景下提出低碳经济具有全球意义。文章简要分析了低碳经济核心技术及产业现状，并针对湖北省的资源状况和经济发展现状，提出了有关低碳经济方面的发展对策。目前我国的低碳经济产业发展还存在许多问题，其最大障碍就是缺乏投资，因此需要政府的经济支持和发挥市场的融资作用。湖北省在产业结构调整中，除了政府的经济扶持政策外，尚需建立多元化的投融资系统，并实施“产学研一体化”战略，因地制宦扶持优势产业。

Global warming and the shortage of ecological resources have posed serious challenges to human survival and development.In China＇s energy production and energy consumption structure, high-carbon energy sources occupied an absolute proportion, Hubei Province has also been coal-based. Such irrational industrial structure, not only caused the deterioration of the ecological environment, but also restrict their own development. In this context, low-carbon economy has global significance.This paper briefly analyzed the major technologies of low-carbon economic and proposed some suggestions for its development in Hubei Province. There are still many problems in China＇s low-carbon economy industry at present,the biggest one is the lack of investmen.Therefor government financial support and financing markets are required.For the industrial restructuring,in addition to government＇s supporting policies,Hubei Province yet should set up a diversified investment and financing systems, implemente ＂production-learning integration＂ strategy, and support competitive industries according to local condi- tions.
