从信任产生的角度谈和谐警民关系构建

On the Construction of Harmonious Relationship between the People and Police from the Perspective of Trust

"信"是中国传统道德中的重要范畴和行为规范之一,警察的性质和宗旨决定了警民之间必然形成一种"公仆"与"主人"、"鱼"和"水"、"木"与"本"的关系,这种关系要和谐,就必须以信任为前提和基础。在信任产生的过程中,警察处于主导的、先行的地位。当前,影响人民群众对警察信任存在五种不利因素,应当科学把握信任产生的规律,进一步加强警察公共关系建设,全面建设警方信任体系和机制,构建和谐的警民关系。

＂Trust＂ is one of the important categories and codes of conduct in China＇s traditional morali- ty. The nature and aim of public security determine the relationship between the people and police as ＂master＂ and ＂servant＂, ＂fish＂ and ＂water＂, ＂wood＂ and ＂root＂, and the harmony of this kind of relation- ship requires trust as the premise and foundation. The police is in the leading position in the process of trust-making. There are five disadvantages in the process of trust-making towards the police, we should grasp scientifically trust laws, strengthen the construction of police public security, build comprehensively the trust system and mechanism, and build the harmonious relationship between the people and police.
