An Analysis of Iran's Strategy in Gaining Peaceful Use of Nuclear Energy

自从伊朗核问题曝光以来,伊朗多次表示从事包括浓缩铀在内的核活动是伊朗作为无核国家该享有的天然权利,伊朗的核活动完全出于和平目的,并表示宗教道义禁止伊朗发展核武器。为此,伊朗采取了临界点的核运营策略及拖延时间的谈判策略。尽管如此,国际社会对伊朗核问题的发展前景仍然充满忧虑,难以接受伊朗的核话语。因为在核查中伊朗所暴露出的问题表明,伊朗的核活动在一定程度上已超越和平利用核能的范畴,而且和平利用核能已成为无核国家寻求核武器的通行做法。

Since the exposure of the 'nuclear issue' ,Iran has for many times declared that it is the natural rights of Iran to go in for the nuclear activities including enriching the uranium,that Iran's nuclear activities are all for the peaceful purposes and the religious morality prohibits Iran from developing nuclear weapons. Iran has adopted the strategy of practicing nuclear activities at a critical point and of delaying the time of negotiation. Nevertheless,the international society is deeply worried about the nuclear development in Iran and unwilling to accept Iran's explanation of its nuclear activities. The questions in verifying the nuclear activities have showed that Iran's practices have to some extent been beyond the confine of peaceful uses,and peaceful use of nuclear energy has been a common practice for the non-nuclear nations to gain nuclear weapons.
