乡村治理精英转型问题探讨——以苏村党支部为例

新形势下,作为农村正式权威结构核心的村党支部正面临传统精英向法理型精英的转换。在这一过程中,村民对体制精英原有的信任关系破裂,村支书权威受到质疑,甚至被颠覆,乡村治理由此陷入困境。突破村级党组织治理困局的出路在于建立协商型治理秩序,通过规范治理主体行为,完善治理规则和制度,使村级党组织和其他治理主体及村民在互动协商中重构信任关系,恢复治理秩序,实现乡村"善治"。

Under the new situation, the rural Party branch, as a core of the formal village authority structure, is facing a transformation from the traditional elite to the legal elite legal. In the process, the villagers don＇t trust the elite in the existing system. The authority of the Party branch secretary has been ques- tioned, and even subverted. Rural government fell into trouble. Breakthrough to the Party governance predicament lies in the establishment of consultative management order. In order to restore the government order and achieve rural good government, we need to standardize government body acts, improve the government rule and system, remodeling the trust among the Party organizations, other bodies and villagers.
