城乡基本公共服务均等化的供给现状及对策

On Even Distribution of Basic Public Services in the Countryside the Reality and Countermeasures

农村基本公共服务是当前广大农民的现实需要,也是缩小城乡差距、维护社会公平与构建社会和谐的基本保障。我国长期以工业和城市为中心的发展战略以及城乡二元分割的经济体制,造成我国农业和农村的发展远远落后于工业和城市。农村基本公共服务严重不到位已成为制约农村经济发展和农民生活水平提高的重要原因。建立城乡统一的公共服务供给体制,健全公共财政政策,改革县乡政府机构,完善农村基本公共服务的供给体系,促进城乡基本公共服务均等化是我国目前城乡统筹发展必须要解决的问题。

The basic public services meet the farmers demand, but also serve to help bridging the gap between the city and the countryside and safeguard social equality and harmony. As industry and cities have long been the focus of economic development and as the countryside has been separated from the city, rural areas are lagging far behind the urban areas in terms of economic development. Poor basic public services in the countryside has restricted the development rural economy and the improvement of farmed＇living standard. How to set up a unified public service supply system in urban and rural areas, improve the public financial policy, reform the township structure, and promote the basic public services in urban and rural areas is the urgent problem that confronts China.
