摘要
针对我国农村地区小城市规模小、潜力大、起步晚、速度快、困难多、标准低等特点，提出了市场经济体制下城市规划必须更加科学化，坚持城乡一体化和投资多元化的方向，阐明了农村地区小城市建设与规划必须坚持改革。
The paper shows the direction that the planning of towns should be scientized more, connect towns with countryside, and diversity investment in the market economic system because of the characteristics of towns such as small scale, powerful potentialities. late development, fast speed, many difficulties and low standard. It also explains the principle further that the development and planning must keep reform, development and strict management.
