南宋社稷重臣崔与之,官至右丞相兼枢密使。在历史上,他一般以功成身退、高风亮节著称;而在他的政治生涯中,最为突出的则是其经略边防的智慧和实践。他主张积极防守的战略战术,扎扎实实地做好军事训练、物资供应和防御体系的建设,并且理性地处理好与北方民族政权及地方势力的关系,理智地利用外部势力或力量,从而应对金、夏等的进攻和袭扰,稳定南宋对北方边境地区的统治,保障边地社会的安定和百姓的安宁,也使偏安政权苟延下去。
