关于建立中俄自由贸易区的研究

On the Study of Building a Sino-Russian Free Trade Zone

区域经济一体化是当今世界经济发展的两大趋势之一,而自由贸易区则是区域经济一体化的重要组织形式之一。在这个大背景下,中国政府从2004年起就计划与俄罗斯在东北中俄边境建立自由贸易区。目前,该项计划仍处于讨论谈判实施阶段,双方政府业已在越来越多的问题上达成共识。鉴于此,深入研究探讨建立中俄自由贸易区的可行性,认清新的经济形势下建立自由贸易区的重大作用,借鉴好其他自由贸易区建设的成功经验,并提出对策建议,对于推动中俄自由贸易区的建立,促进中俄双方区域经济在更广阔领域的合作是十分必要的。

Regional economic integration is one of the two major trends in modem world economy, while free trade zone is one of the key organizational forms of regional economic integration. Against such a background, Chinese government has been planning to build a free trade zone on the northeastern border of China and Rus- sia since the 2004. At present, China and Russia have reached agreements on more and more issues, even though the plan is still in discussion and negotiation. Therefore, studying the feasibility of building the free trade zone, understanding the great role of building such a zone in new economic situations, putting forward measures and suggestions through drawing the successful experience of other free trade zone, all these are necessary to propel the building of Sino-Russian free trade zone and promote the cooperation for the two countries in more wider fields.
