商丘地区水资源可持续开发利用的研究

On the sustainable exploitation and utilization of water resources in Shangqiu district

商丘地区是一个水资源总量偏少的地区。按可供水资源量，现状尚可维持，预计２０００年和２０１０年全区将缺水２．１６×１０８ｍ３／ａ和７．３７×１０８ｍ３／ａ。为了尽快将商丘地区建成河南东部具有经济带动力的区域中心地带，水资源的可持续开发利用已成为关键性因素之一。对于本地区来讲，依法治水、科学用水、节约用水、加大引水力度是实现地区水资源开发和保持良性循环的重要举措，核心是抓好农业节水和城镇用水。本研究对地区性水资源可持续开发利用，进行了可行性探讨，可供地区国土规划时参考。

Shangqiu is a district with modest water resources,whose available water resources can barely meet the current need,but it is expected there would be a water deficiency of 2. 16×10~8m^3/a and 7 .37×10~8m^3/a respectively in 2000 and 2010 in the whole district.In order to built the Shangqiu district into a regional center with the economical driving force in eastern Henan as soon as possible,the sustainable exploitation and utilization of water resources has become one of the key factors.With regard to this district,the water management according to law,the acientific use of water,the economization of water and the enforcement of water drawing dynamics are all important measures for the realization of a virtuous circle of the regional exploitation and protection of water resources, of which the kernel is to do a good job of water economization in agriculture and water use in cities and towns.This study has made inquiry of reasibility into the regional sustainable exploitation and utilization of water resources which can be of reference value to the regional land planning.
