三峡库区秭归县PRED现状分析及其可持续发展对策

PRED ANALYSIS AND SUSTAINABLE DEVELOPMENT OF ZIGUI COUNTY IN THE THREE-GORGE RESERVOIR AREA

三峡库区秭归县人地矛盾十分突出，目前面临着人口问题、粮食问题、耕地问题、生态环境恶化问题，这些问题交织在一起，已严重阻碍了该县的可持续发展。为此，急需采取一系列对策：（1）控制人口增长，提高人口素质；（2）加强移民社区重建，合理安置移民；（3）恢复与重建退化生态系统与生境，保护生物多样性；（4）抓住机遇，发展经济。

Some countermeasures are Put forward to cope with the Problems: 1)control population growth, improve its quality; 2) strengthen the reconstruction of migration settlements, and increase employment, which are very important to social stability and the success of the Three - Gorge Project; 3) conduct a series of ecological projects or eogineering to improve the degraded ecosystems or habitats (including the restoration of the degraded soils, vegetation, waters, and air etc. ) and protect biodiversity; 4) take the construction of the Three- Gorge Project as a Pacemaker to develop legional economy, regulate the industrial structure rapidly, Put all kinds of social -- ecpmic relationship in Order,and exploit the resources rationally.
