Suggestions of Environmental Protection and Environmental Policies Under Economic Constraint in Urban Construction of China

经济、城市建设和环境保护之间有着多方面的联系,经济对城市建设和环保产生推力,城市建设离不开经济和环保的支撑。当前全球经济处于经济衰退的特殊时期,这种经济衰退的特性之一是产生经济约束,城市建设会因此出现一系列的变化,环保是否就此松懈?从分析当前经济约束对城市建设中环保的正功能和负功能角度,探讨了促进新能源的利用及新兴行业的产生和发展、加大对环保政策的重视及扩展政策的覆盖面等促进环境保护的现象,剖析了认不清形势轻环保、经济压力过大缘木求鱼等阻碍环境保护发展的思路和做法,并提出相关建议以期积极应对迎面而来的经济约束的影响。

Economy, urban construction and environmental protection are inextricably linked. Economy brings thrust to urban construction and environmental protection. Urban development cannot be separated from the support of economy and environmental protection. The current global economy is in a special period of economic recession, of which one of the characteristics is economic constraint. There will be a series of changes in urban construction. Under this circumstance, will environmental protection be lax？ Beginning from the analysis of the inadaptation of current environmental policies, this paper explores the positive and negative functions of environmental protection in urban construction under economic constraints and gives some suggestions concerned with environment-friendly society.
