摘要
通过对都江堰震区实地考察,借鉴国内外历次重大震灾工程实例,引述朱伯龙教授结构加固学说,结合国家现行抗震设计规范,诠释了结构"强柱"加固理念,并指出结构局部加固甚至普遍加固,即便耗资再多,也不等于房屋整体结构一定安全。而整体结构安全必须符合"强柱"加固理念。倡导编制《都江堰既有建筑震后加固方案选择指南》。应用"强柱"加固理念,既是资源节约的选择,更有利早日还当地居民一个安定环境。对都江堰城区震后受损房屋,只要不影响城市规划,能加固修复的就不要拆除重建。能局部加固修复使用安全的,就不要全面加固。这样,在处理建筑垃圾、减少环境污染及能源消耗方面,也会取得更广泛的社会效益。
Through a site survey of Dujianyan city, one of the earthquake area in Sichuan province, by using the experience of ease studies of severe seismic engineering in past at home and abroad, quoting from Professor Zhu Bolong' s structure reinforcement theory and combining with China's current regulations on seismic design, an explanatory notes on the structure "Strong Post" reinforcement theory is demonstrated, and it indicates that for the structure partial reinforcement and/or the whole structure reinforcement, even if a large amount of money is put into it, it does not mean whole structure of the house definitely safe. The whole structure safety must be in compliance with the theory of "Strong Post" reinforcement. It is suggested to compile "A Guideline of Post Seismic Reinforcement Options for Dujianyan City's Surviving Buildings". Using of the "Strong Post" reinforcement theory is not only a good selection for resource saving, but also will be beneficial to obtain a nice environment as early as possible for local residents. With regard to post seismic damaged houses in Dujianyan city, it seems not to demolish and rebuild all of them if they can be repaired, and if only there is no impact for the urban planning. If the houses can be reinforced to repair and be put into use safely, it is not necessary to conduct a full-scale reinforcement. In this way, a wider social benefit could be achieved in disposing of building rubbish, reducing environmental pollution and energy consumption.
