发展方式生态化转型的条件与实现机制探讨

Study on the Condition and Realization Mechanism for the Ecology-oriented Transformation of the Development Mode

文明建设的核心是促进发展方式的生态化转型,而发展方式的生态转型需要良好的制度环境。在分析我国经济发展与环境保护的特殊性、生态文明建设面临的挑战的基础上,针对现行环境管理制度中存在的问题,提出了促进发展方式生态化转型的制度变革重点,即加强环境立法体系建设、建立政府决策与公众广泛参与的运行机制、建立健全资源环境价格形成机制、建立和完善生态补偿机制与绿色GDP制度。

The core of ecologic civilization construction is to promote ecology-oriented transformation of the development mode, which needs a favorable institutional environment. Based on the analysize of the particularity of China＇s economy development and environmental protection, and the challenge of ecologic civilization construction, the priority of system innovation to promote ecology-oriented transformation on the development mode has been proposed in this paper according to the existed problems in environmental protection system. The system transformations include the construction strengthen of the environmental legislation system, operation mechanism establishment of government decision-making and broad-based public participation, sound system establishment of price forming mechanisms for resource and environment, and the ecological compensation system and ＂green GDP＂ system establishment and perfection.
