随着多哈多边贸易谈判的无果而终,WTO所倡导的多边贸易体系面临着前所未有的危机,与此同时,自由贸易协定却发展迅速,其中尤以北美自由贸易区(NAFTA)和欧盟为代表。中国政府的观念由坚定的多边主义转向了多边、区域同时发展。中国在区域贸易协定的发展上也取得了一定的成绩。本文从分析我国发展区域经济策略入手,以NAFTA为比较对象、探讨我国新建自由贸易区的特点,提出我国如何承担起一个负责任的大国应尽的WTO义务的策略。
