摘要
近60年来,中国水库移民补偿政策大体经历了以土地互换为主补偿,依靠行政手段低补偿,初步规范土地征用补偿,实施开发性移民,规范移民补偿,以人为本、建设移民和谐社会等六个阶段的演变;针对水库移民补偿政策存在的主要问题,提出了中国水库移民补偿政策的创新思考。
In the past sixty years, the reservoir resettlement compensation policy in China has in general experienced the evolution of six stages： land swap-based compensation, relying on administrative means to lower compensation, preliminary standardizing the land requisition compensation, the implementation of developmental resettlement, standardizing the resettlement compensation and people-oriented, building a harmonious society of resettlement. By discussing the main problems of the reservoir resettlement compensation policy, this paper puts forward the creative thinking of reservoir resettlement compensation policy in China.
