摘要
非事业编制用工已经成为高等学校普遍存在的一种用工方式。非事业编制用工在高等学校发展过程中起着特定的作用,但也使高等学校面临的用工风险增加,人事管理的难度加大。应当根据《劳动法》、《劳动合同法》等相关规定,明确高等学校非事业编制用工管理的基本原则,强化高等学校非事业编制用工管理工作,促进高等教育事业发展,保护双方当事人的合法权益。
The Non-staff workers have become an universal existence in colleges and universities, they are playing a specific role in the development of the colleges and universities, but it also make them face the more employing labor risks and the more personnel management difficulties. In order to promote the development of higher education and protect the legitimate rights and interests of the parties, we should clear the basic principles and strengthen the management on the non-staff workers according to the Labor Law and Labor Contract Law and other relevant provisions.
