振兴老工业基地是重庆在较短时期内实现赶超经济先进国家和地区的重要手段,选择和培育主导产业是振兴老工业基地的重要策略。比较优势理论是市场经济体制下选择主导产业标准的主要依据;培育主导产业应坚持政府支持与市场竞争相结合。根据重庆新时期发展的优势和劣势、机会和威胁的分析,重庆主导产业的选择和培育着重可从交通运输设备制造业、现代服务业、资源加工业、装备制造业和高新技术产业五大产业寻找机会。同时,还需进一步发挥政府在重庆主导产业培育和发展中的职能。

Revitalizing old industrial bases is an important measure for Chongqing to catch up with economically advanced regions in a short period of time. Selecting and cultivating the leading industries is an important strategy for the revitalization of old industrial bases. Under the market economic system, the criteria of selecting leading industries are based on the theory of comparative advantage. Government support and market competition should be intimately combined in the cultivation of leading industries. Based on SWOT （Strength, Weakness, Opportunity and Threat） analysis of the conditions in the new era in Chongqing, this article suggests that Chongqing should select transportation equipment manufacturingindustries, resource processing industries, modern service industry, equipment manufacturing and high-tech industries as the leading industries and seek opportunities for their growth and that the government＇s function should be brought into fuller play in the process of selecting and cultivating leading industries in Chongqing.
